Opened in 1825, it was oredered by the Marquês de Tomar. In the XIX century it was called the Passeio da Estrela. The vegetation is secular with about 800 arboreous species and large variety of flowers. It is a garden of romantic conception and a has a bandstand, an esplanade, a library, a greenhouse, artificial grottos, lakes and picnic area, being one of the most pleasant spaces in the city.

It is the largest urban park in the country, with an area of 83 hectares that extends to the sea. Designed by the architect Sidónio Pardal, it is an open space with water mirrors, lawns, small woods and about 10 km of paths. The gardens of the Palace of Queluz are a result of the sinthesis of decorative elements inspired by the 18th century French baroque, which is only natural since the construction was ordered by Dom Pedro according to the model of the Palace of Versailles. Almost abandoned, the Palace of Queluz was restored in the 1930s for the 1940 Exposição do Mundo Português (Exhibition of the Portuguese World). Currently, one can still see the lakes of Neptune and Amphitritis, the sets of sculptures and a part of the big lake.
